His defensive approach and recurring reactions on the playing surface had prompted observers to wonder if his skill to perform at the highest level was over.
But the athlete has implemented adjustments in recent weeks, making an effort to approach the net and compete assertively, backed up by an better serve.
Medvedev came back from a deficit in the first set against the challenging Frenchman, securing four of the last five games to take the lead.
Both players exchanged service breaks in the following set before Moutet, striving for his maiden professional championship, gained dominance to force a decider.
He saved four early-game break points in a competitive third set before the champion won the break to that score to secure the win.
Fittingly, the winner secured the title with a point at the front of the court, with Moutet incapable to handle a shot after a lengthy match.
